Such measures exemplarily comprise that a communication element or function in a mobile communication system obtains a measurement value of a radio resource quantity for a candidate for a designated operation, applies a bias to the measurement value of the radio resource quantity for the candidate to obtain a biased measurement value for the candidate, and executes the designated operation with respect to the candidate based on the biased measurement value for the candidate.
