Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive configuration information associated with a cell selection or reselection procedure, the configuration information indicating first policy information associated with cell selections and second policy information associated with radio resource management (RRM) measurements. The UE may monitor, in an idle mode, a broadcast channel associated with a first cell based at least in part on selecting the first cell in accordance with the configuration information. The UE may receive, from the first cell, system information associated with a second cell. The UE may establish a connection with the second cell based at least in part on the system information and one or more RRM measurements performed in accordance with the configuration information.
