The terminal device measures measurement resources in the M measurement resource sets based on the configuration information, and determines measurement results for K measurement resource sets of the M measurement resource sets, where K is an integer greater than or equal to 1 and less than or equal to M. The terminal device reports the measurement results for the K measurement resource sets to the network device.
