The apparatus receives, from a UE, a BSR or at least one SR, where the BSR or the at least one SR correspond to at least one of data traffic or discovery signaling. The apparatus configures an uplink grant using shared pool of resources or dedicated pool of resources based at least on the BSR or the at least one SR. The apparatus transmits the uplink grant to the UE.
