A UE receives a first signaling, and operates a first radio signal and a second radio signal respectively in a first time-frequency resource block and a second time-frequency resource block. The first signaling is used to determine N time sub-windows, the N time sub-windows being reserved for a first bit block; the first radio signal and the second radio signal respectively carry two repetitions of transmission of the first bit block; the first radio signal corresponds to a first parameter, while the second radio signal corresponds to a target parameter, the target parameter being either the first parameter or a second parameter.
