The example method further includes receiving a third message from a first network device. The third message comprises second cell information of the second terminal device, and the third message indicates a first terminal device to switch from a relay device of the first terminal device to the second terminal device. The example method further includes, when the first cell information is inconsistent with the second cell information, determining that the switch fails.
