The method includes: transmitting X1 first random access preambles, wherein X1 is a positive integer; monitoring control signaling of a first random access response during a first time window, wherein the first random access response corresponds to the X1 first random access preambles; based on a result of the monitoring control signaling, incrementing a counter by 1; and transmitting X2 second random access preambles, wherein X2 is a positive integer greater than or equal to X1, wherein X2 is determined based on a first parameter and whether the counter is greater than a threshold, wherein the threshold is a positive integer.
