A control lever is pivotally supported for movement through 360*, and to cause corresponding pivotal movement of an arm connected by suitable linkage to a member to be controlled, such as an engine throttle. While the control lever is readily pivotal, any force on the arm tending to rotate it in either direction will lock the arm from rotation.
