A display element searching unit calculates a provisional display start position based on the basic moving amount and a display start position held in a display element information holding unit, and searches for a display element that is supposed to be displayed across the boundary of the display screen. An offset determination unit determines one of the display elements as a reference display element based on priority information, and calculates an offset moving amount. A calculation unit calculates an actual moving amount on the display screen by adding the offset moving amount to the basic moving amount.
