The method comprises associating a plurality of mobile units with a corresponding plurality of scheduling states based on at least one radio resource parameter and at least one rule, associating each mobile unit with one allocation state based on the plurality of scheduling states associated with the mobile units, and allocating radio resource to at least one mobile units based on the allocation states.
