A signal division unit divides a video signal into a low frequency component and a high frequency component of the video signal. A signal eliminating unit eliminates a component within a magnitude range of noise from the high frequency component of the video signal output from the signal division unit. A signal combining unit combines the low frequency component of the video signal output from the signal division unit and the high frequency component of the video signal from which the component within the magnitude range of noise is eliminated.
