A related data acquiring unit identifies one of the related data corresponding to the one of identification data acquired by the data acquiring unit and acquires the one of related data from the related data storing unit. A resolution data storing unit stores first resolution data to resolve the abnormality occurring in the one of control targets in association with the one of related data acquired by the related data acquiring unit and the abnormality data acquired by the data acquiring unit. A resolution data acquiring unit acquires the first resolution data corresponding to the one of the control targets in which the abnormality occurred using the one of related data acquired by the related data acquiring unit and the abnormality data acquired by the data acquiring unit.
