The signal processing device is configured to receive and encode a transport stream for display, wherein the transport stream provides teletext information associated with a plurality of teletext lines and video information associated with a plurality of video lines. The video signal processing device includes a memory configured to store line enable signals and line data associated with the teletext lines and the video lines, a VBI controller coupled to the memory, configured to read the memory to obtain the line data associated with enabled teletext lines of the teletext lines, and an TV encoder coupled to the VBI controller, configured to receive and encode the line data associated with the enabled teletext lines for display.
