The CTIS decides the resource adaptation, and the resource can be extended to the service sides. Therefore, the resource usage is flexible. The user terminal call can obtain the local media services, which reduces the occupancy of a VoIP long-distance link, thus lowering the operation cost. Furthermore, the global share of the media resources is realized, which is favorable for load balance and reduces the cost of redundancy devices.
