A set of clinical factors are processed to identify a specific clinical condition. As provided by an independent panel of physicians, medical care alternatives are described for the specific clinical condition. The independent panel of physicians further indicates corresponding marginal clinical utilities of the medical care alternatives. Variable co-payments are applied to the medical care alternatives in an inverse relationship with the corresponding marginal clinical utilities.
