The control center includes a reception module configured to receive the output power data, the reception quality data, and the data indicating the time slot, and a construction module configured to construct adjacent base station data indicating adjacency relationship between the base stations by comparing the reception quality and the output power of each of the base stations, the reception quality being obtained by converting the reception quality data based on the time slot.
