The substrate is substantially comprised of aluminum, an aluminum alloy, magnesium or a magnesium alloy. A first wet chemical deposited inorganic passivation layer is directly positioned on the substrate and a second organic modified polysiloxane layer is directly positioned on the passivation layer.
