A device and method for shortening the appearance of a pant leg includes an elastic band with a fabric covering. On opposite ends of the band are a main hook and a main loop. The main hook and main loop provide a means for securing the band around a leg of a user. An additional second loop provides a tighter fit. A plurality of small loops are provided along the band. A hooked decorative strip is attached to the loops on the band. Additionally, a hooked strand of decorative beads or charms can be individually attached to each of the loops on the band. After securing the band on the leg, the band is urged upward. A bulge of pant material is created above the band and the bulge is pulled downward over the band creating a shorter length of the pant leg.
