The apparatus includes: a comparing unit comparing a target value and an output value and calculating error values therefrom; and a controlling unit controlling the motor by selecting one of a proportional control and a proportional integral control according to an average error value calculated by averaging the error values for each section having a predetermined interval and adjusting a gain value of the selected control.
