The device is a RAN device or a CN device. The terminal includes a receiving module and a processing module. In the present invention, the number of paging groups and an in-group terminal being paged are determined dynamically without requiring a core network to maintain subgroup information, thereby greatly saving subgroup maintaining resources as well as signaling and processing resources.
