The method includes: obtaining, by a first device, a cluster MAC address, and determining an egress port of the first device corresponding to the cluster MAC address; and establishing, by the first device, a cluster table, where the cluster table is used to record correspondence between address information and the egress port of the first device, and the address information includes the cluster MAC address, so that the first device forwards a packet from the egress port of the first device corresponding to the cluster MAC address according to the cluster table after receiving the packet whose destination MAC address is the cluster MAC address. Embodiments of the present invention can reduce network traffic burdens.
