The conductive polymer layer is a single layer including a conductive polymer having a conductivity of 1×10−7 S/cm to less than 0.1 S/cm, and a material having low surface energy, a concentration of the material having low surface energy of the surface 2A is greater than a concentration of the material having low surface energy of the surface 1A.
