The system includes: a client, to submit an offline downloading and transcoding task request to the task scheduling and managing server, wherein the offline downloading and transcoding task request comprises a target mobile device type selected by a user and a target format designated by the user, and obtain a requested multimedia resource; the offline downloading and transcoding server cluster is distributed and is adapted to accept scheduling of the task scheduling and managing server, perform an offline downloading and transcoding task in a manner of performing offline downloading and transcoding in parallel.
