The method includes: receiving, by a local proxy server, a conference request for creating a conference from a user equipment, and requesting information of registered floor servers on a conference center server from the conference center server; detecting floor servers in the floor server information according to the floor server information, using a floor server complying with a first preset standard as a destination floor server, and sending the conference request to the destination floor server; and establishing a media channel between the local proxy server and the destination floor server, and a media channel between the local proxy server and the user equipment to enable the user equipment to carry out a network conference with the floor server by using the established media channels.
