The delivery-pattern determining unit, when the type of the device is a type not adapted to a function of collecting information about browsing history, determines that a pattern for delivering a program for implementing collection of the information about browsing history together with the document as the delivery pattern. Otherwise, the delivery-information generating unit generates associating information that associates the document with the program such that the program is to be executed when the document is browsed.
