The method includes: receiving, by a terminal and from a network-side device, an offset position of a downlink fractional dedicated physical channel F-DPCH or a downlink dedicated physical channel DPCH of at least one cell, and an offset position of a downlink fractional transmitted precoding indicator channel F-TPICH of at least one cell; and determining, by the terminal, a transmitted precoding indicator TPI combining window of the cell, so that an effective position of a TPI is located at a timeslot boundary of the first uplink dedicated physical control channel DPCCH after an end boundary of the TPI combining window, thereby enabling a UE to use a timely TPI and improving demodulation performance of the UE for sending data.
