In embodiments of the present invention, the signaling tracing configuration information sent by an OAM device carries a user equipment identifier, and therefore, even in a scenario that an access network and a core network are managed by different OAM devices, the OAM device of the access network can also initiate signaling-based signaling tracing configuration, so that a base station can initiate signaling tracing for the user equipment.
