The apparatus includes: receiving a first signal sent by a first user who accesses a signal processing entity not supporting the real-time power control function; receiving an instruction which is for processing a control channel signal and is sent by a control apparatus, and setting up a channel for bearing the control channel signal of the first signal; and processing the control channel signal which is of the first signal and is borne by the channel, and generating a detection result of the control channel signal which is of the first signal and is borne by the channel. The embodiments of the present invention are applied for real-time power control on the user.
