The method includes sending configuration information of an uplink common enhanced dedicated transport channel E-DCH resource pool to a base station, where the configuration information of an uplink common E-DCH resource pool includes information of a first resource pool to which a first transmission time interval corresponds and information of a second resource pool to which a second transmission time interval corresponds. Indication information is sent by the base station according to usage of at least one of the resource pools. Configuration of the first resource pool can be adjusted according to the indication information. In embodiments of the present application, the range of the resource pool can be dynamically adjusted in the case that a plurality of transmission time intervals coexists.
