The method includes: transmitting, by a control base station, a first group of downlink signal to a terminal; and transmitting, by a data base station, a second group of downlink signal to the terminal, the first group of downlink signal is at least partially different from the second group of downlink signal. The first group of downlink signal and the second group of downlink signal enable the terminal to implement a network function according to the first group of downlink signal and/or the second group of downlink signal. Embodiments of the present invention can improve network energy efficiency.
