In the present invention, a user equipment obtains a first synchronous channel resource; uses the first synchronous channel resource to send an access request to a base station, for requesting to access the base station; receives access feedback sent by the base station, and determining whether access is successful according to the access feedback. In this way, occupation of the user equipment on an access resource during access may be reduced, and utilization efficiency of the access resource is improved.
