The method comprises: after determining that a UE needs to conduct base station handover, a source base station which supports an eDDA auxiliary information reporting and processing capability querying whether a candidate target base station supports the eDDA auxiliary information reporting and processing capability or not; and if the source base station queries that the candidate target base station supports the eDDA auxiliary information reporting and processing capability or fails to query whether the candidate target base station supports the eDDA auxiliary information reporting and processing capability or not, or when the source base station does not query whether the candidate target base station supports the eDDA auxiliary information reporting and processing capability or not, the source base station sending to the candidate target base station the eDDA auxiliary information about the UE, to enable the candidate target base station which supports the eDDA auxiliary information reporting and processing capability to conduct radio resource parameter configuration on the UE based on the received eDDA auxiliary information about the UE. By using the embodiments of the present invention, during the process of handover a UE from a source base station to a target base station, the efficiency for the target base station which supports an eDDA auxiliary information reporting and processing capability to acquire eDDA auxiliary information about the UE is improved, and the air interface signalling overhead is reduced.
