The operation planning unit allocates an electric vehicle to each bus schedule specified by the bus schedule information, and forms an operation plan. The operation planning unit calculates the amount of energy consumption that is consumed at a time of the electric vehicle operating along each route, calculates the amount of charging energy to be charged in the electric vehicle at each charging station, based on the amount of energy consumption, and allocates the electric vehicle to the bus schedule based on the amount of charging energy.
