A multi-stage zero-emission treatment device for treating high-salt-content waste water is provided, which comprises a clarifying pool (1200), a softening pool (910), an ultrafiltration device (920), a weakly acidic cation bed (930), a middle-pressure membrane concentration device (941), a high-pressure membrane concentration device (942), a nanofiltration device (950), a first electro-driven membrane device (961) and a bipolar membrane electrodialysis device (980) in sequence. The bipolar membrane electrodialysis device (980) comprises a plurality of membranes (100) and a dialysis chamber (200), the plurality of membranes (100) including at least two bipolar membranes (110), at least one cation membrane (120), and at least one anion membrane (130), which jointly define at least three compartments; and each membranes (100) is peripherally sealed onto an inner wall of the dialysis chamber (200) through corresponding flexible connecting portions (300) so that the corresponding membranes (100) are allowed to move due to a pressure difference between adjacent compartments, thereby changing the volume of adjacent compartments.
