A perturbation (24) is loaded on the dielectric slab (23) to leak the electromagnetic wave from the surface of the dielectric slab (23). A feed (30) supplies an electromagnetic wave to one end of the transmission guide formed by the ground plane (21) and dielectric slab (23). A dielectric layer (22) is interposed between the ground plane (21) and the dielectric slab (23), and has a lower permittivity than that of the dielectric slab (23).
