Then, a fluctuation constant calculation unit is operated to substitute the voltage attributed to resistance component and the voltage attributed to reactance component as well as the resistance component and reactance component of the impedance of the external reference unit for terms in the impedance calculation formula that takes into account of any impedance fluctuation and that is stored in a calculation formula storage unit in advance. As the result, the fluctuation constant is calculated, that is the constant for a fluctuation variable representing any fluctuation which may be caused due to impedance change factors. Furthermore, a living body impedance calculation unit calculates the resistance component and the reactance component of the true impedance of the living body by additionally substituting the fluctuation constant and the measured living body impedance for the terms in the impedance calculation formula stored in the calculation formula storage unit in advance.
