By initiating the RAR window after the first offset, the random access procedure can be optimized, thereby reducing power consumption of the terminal device.

In the disclosure, for two NTN gateways connected to the same cell, during the feeder link switch (hard switch) performed by the satellite between the two NTN gateways, the UL transmission and/or the DL transmission between the terminal device and the network device are suspended, so as to prevent the terminal device and the network device from performing unnecessary operations, thereby reducing the system overhead.
