A position determination system and apparatus for utilizing a network of cellular base stations to determine position of a mobile station includes taking a plurality of statistically independent data measurements of the pilot signals from the base stations. Each of the data measurements includes an earliest time of arrival, providing multiple independent measurements for each of the pilot signals. For each cellular base station, a representative measurement is calculated responsive to the independent measurements, which is used to determine position of the mobile station using an AFLT algorithm and/or in conjunction with a GPS algorithm. In some embodiments, the data measurements for each pilot signal further include an RMSE estimate and time of measurement for each time of arrival, and an energy measurement for all resolvable paths. If the mobile station comprises a cell phone, a cell search list and a GPS search list may be provided by a cell base station.

The parameter estimator may be employed in a subscriber station to estimate the time of arrival of one or more base station or sector pilot signals in a wireless communication system. Systems, apparatuses, and methods disclosed herein allow a requesting party to control use of another user's mobile station. In some aspects, a server is configured to communicate with a plurality of remote computer systems and target mobile stations. The server includes a memory device and a processor configured to access data and logic instructions embedded on the memory device. The server authenticates a requesting party accessing the computer server from one of the remote communication systems. The requesting party is not a user of a selected one of the target mobile stations. The server receives selective availability attributes for the selected one of the target mobile stations from the requesting party. The selective availability attributes indicate conditions under which the target mobile station is enabled or disabled to operate, and features that are available on the target mobile station under a plurality of conditions when the target mobile station is enabled. The server further determines when the target mobile station is operational and downloads the selective availability attributes to the target mobile station when the target mobile station is operational.

In one aspect, a method performed by an access point in a wireless local area network (WLAN), includes receiving a first ranging request message from a first device and monitoring for a second ranging request message from a second device on a channel of the WLAN. The first ranging request message includes a device identifier of the first device and the second ranging request message includes a device identifier of the second device. In response to receiving the second ranging request message, the access point combines the device identifier of the first device, first timing information associated with the first ranging request message, the device identifier of the second device, and second timing information associated with the second ranging request message into a single ranging response message. The access point then broadcasts the single ranging response message on the channel of the WLAN.

In one embodiment, the method comprises receiving WiFi scan lists and their corresponding location descriptions, consolidating the WiFi scan lists and their corresponding location descriptions based at least in part on a set of selection criteria to generate a WiFi AP record, and uploading the WiFi AP record to a crowdsourcing server. The method consolidating the WiFi scan lists and their corresponding location descriptions comprises quantizing data received in accordance with time segment of the WiFi scan lists and their corresponding location descriptions. The set of selection criteria comprises a maximum number of scan lists to be uploaded in a predetermined period of time, a maximum number of scan lists to be uploaded in a single upload, ratio of MNoO to remaining unprocessed observations, similarity between scan lists, and comparison of HEPE values between similar scan lists.

Methods and systems for populating and maintaining a non-positional transmitter location database are disclosed. When a mobile station detects a non-positional transmitter, the mobile station transmits information regarding the non-positional transmitter as well as information regarding recognized positional transmitters to a non-positional transmitter location (NPT_L) database server. The NPT_L database server aggregates the information received from multiple mobile stations for particular non-positional transmitter to calculate the location of the non-positional transmitter. Thus, the need to use external resources (such as drive runs) to locate non-positional transmitters is reduced.
