A dynamic shared forward link channel (or 'data' channel) is used to send multicast data to a group of wireless devices, e.g., using a common long code mask for the data channel. Reference power control (PC) bits are also sent on the data channel and used for signal quality estimation. A shared forward link control channel is used to send user-specific signaling to individual wireless devices, e.g., using time division multiplexing (TDM) and a unique long code mask for each wireless device. A shared forward link indicator channel is used to send reverse link (RL) PC bits to the wireless devices, e.g., using TDM. The data channel is jointly power controlled by all wireless devices receiving the data channel. The control and indicator channels are individually power controlled by each wireless device such that the signaling and RL PC bits sent on these channels for the wireless device are reliably received.

An apparatus and method for providing a multimedia broadcast/multicast service (MBMS) service between an RNC (140) and a Node B (150) in a mobile communication system including multiple UEs, the Node B having multiple cells, and the RNC for controlling the Node B. The RNC (140) transmits a request message including first information that can be determined according to services and second information that can be determined according to cells, to the Node B (150) in order to support the MBMS service. The Node B (150) generates a service context for providing an MBMS service according to the first information and the second information of the request message, and allocates identification information of the service context. The Node B sets up a transport bearer to the RNC according to the first information in the service context, and then, if the MBMS service data is received from the RNC (140) over the transport bearer, transmits the received MBMS data to the respective cells so that the UEs receive the MBMS data.
