The method comprises initially allocating at least one OFDM symbol to a transmission slot as an internal symbol, and allocating at least one OFDM symbol to each of a left side and a right side of the internal symbol as a boundary symbol. Further, the OFDM symbols are transmitted such that the boundary symbol and the internal symbol differ from each other in a pilot-to-data tone power ratio in a first slot interval where initial transmission is performed and a second slot interval where retransmission is performed.

A base station controls power of a physical channel using information fed back from a mobile station. In a method for feeding back channel quality information from the mobile station, sub-band-by-sub-band channel quality information is measured and channel-by-channel quality information of a number of channels is transmitted in order of sub-bands of better channel quality information. Average channel quality information for a total band is measured and transmitted.

In the mobile station, a controller determines the maximum number of transmissions for a transmission encoder packet if there is an initial transmission subpacket for the encoder packet, and generates an information sequence representing a size of the encoder packet, a number of retransmissions, and a determined maximum number of transmissions. A transmitter encodes the information sequence and transmits the encoded information sequence together with the initial transmission subpacket in the same time period as a time period for transmitting the initial transmission subpacket.

A mobile station (MS) indicates a maximum possible data rate (RIS) to a base station (BS), whereupon a scheduler in the base station determines which data rate it will assign to the mobile station. The base station sends an indication of the assigned data rate (203) to the mobile station, causing the mobile station to adapt its data rate (217). Intermediate data rates can be jumped, thus improving the throughput of the mobile communication system.

An interleaver controller performs a control operation of cyclic-shifting the systematic symbols among the symbols coded by the turbo encoder depending on a size of a physical packet to be transmitted, the number of transmission slots, and the modulation order, using an equation of ( K × c + k ) mod R , and cyclic-shifting redundancy symbols constituting the remaining size of the coded symbols to be transmitted, using an equation of floor {( K × c + k )/ D }mod R . An interleaver cyclic-shifts input symbols under the control of the interleaver controller.
