A base station configures and sends a configuration policy for/to a terminal, wherein the configuration policy is a rule for determining that the terminal enters an inactive state; and a terminal in a connected state receives the configuration policy sent by the base station, and according to the configuration policy, enters the inactive state from the connected state. By means of the present invention, a terminal enters an inactive state from a connected state, and thus the terminal can perform rapid data transmission while saving power.
