A turbine starter (10) is provided including a housing (21) defining a fluid passageway (22) with an inlet (24) and an outlet (26). A turbine rotor (16) is supported in the housing (21) and includes blades (18) arranged in the passageway (22) between the inlet (24) and the outlet (26). The rotor (16) is movable within the passageway (22) at a speed with a fluid exiting the blade (18) toward the outlet (26). The spoiler (34) is arranged in the passageway (22) between the rotor (16) and the outlet (26). The spoiler (34) deflects the fluid exiting the blade (18) and reduces the rotor speed. Preferably, the present invention spoiler (34) is utilized to reduce the maximum speed at the no-load condition. The angle, number, position, and other characteristics of the spoiler (34) may be tailored for the particular turbine and a particular speed for which it is desirable to reduce.

Real-time control of a dynamical system is provided by determining control variables that get as close as possible to producing a desired response. Additional consideration of physical limitations leads to a convex Quadratic Program with inequality constraints that needs to be solved in real-time. A new active set algorithm is described to solve the convex Quadratic Program efficiently that meets real-time requirements. Based on the key observation that the physical limitations of the system translate to optimal active sets that remain relatively unchanged over time (even though the actual optimal controls may be varying), starting guesses for the active set obtained from the final iterate in the previous time period greatly reduces the number of iterations and hence allows the Quadratic Programs to be solved to convergence in real-time.

Each liner segment 12 includes a panel 24 and a plurality of mounting studs 32. The panel 24 includes a face surface 34 and a back surface 36, and a plurality of normal or inclined coolant holes 38 extending therethrough. The back surface 36 of the panel 24 has a surface profile for improving the heat transfer properties of a liner segment without substantial increase in pressure drop across the combustor.

A method of repairing a brush seal having a back plate 28, side plate 32, and bristles 30 is also disclosed. The method comprises the steps of removing the side plate 32 and the bristles 30 from the back plate 28, and securing a second brush seal to the back plate 28.
