The control information indicates at least a first measurement configuration for channel measurements to be applied in a first connection state of the wireless communication device (100) and a second measurement configuration for channel measurements to be applied in a second connection state of the wireless communication device (100). If the wireless communication device (100) is in the first connection state, the wireless communication device (100) controls channel measurements by the wireless communication device (100) according to the first measurement configuration. If the wireless communication device (100) is in the second connection state, the wireless communication device (100) controls channel measurements by the wireless communication de- vice (100) according to the second measurement configuration.

The method includes: determining, by a terminal device, a first offset for a Random Access Response, RAR, window; initiating, by the terminal device, the RAR window after the first offset following transmission of a preamble on a Secondary Cell, SCell; and monitoring, by the terminal device, an RAR in the RAR window on a Primary Cell, PCell, or a Primary SCell, PSCell. By initiating the RAR window after the first offset, the random access procedure can be optimized, thereby reducing power consumption of the terminal device.
