    Abstract: A method performed by a terminal in a communication system is provided, the method comprising:
    receiving, from a base station, first system information associated with measurement performed in a radio resource control, RRC, idle state;
    receiving, from the base station, a RRC release message including duration information for the measurement and validity area information, wherein the validity area information indicates a list of one or more validity cells and a frequency corresponding to the one or more validity cells;
    as a response to reception of the RRC release message, entering the RRC idle state and starting a timer with a value set to the duration information;
    performing the measurement in the RRC idle state based on carrier list information while the timer is running, wherein the carrier list information is stored in the terminal based on at least one of the first system information or the RRC release message; and
    stopping the timer based on an identification that a cell reselection is performed while the timer is running and a frequency associated with a serving cell does not match the frequency indicated by the validity area information.
