    Abstract: The present disclosure relates to the technical field of cigarette manufacturing, and provides a multi-layer composite cigarette paper structure having good ash-wrapping performance and a manufacturing method. The multi-layer composite cigarette paper structure includes inner-layer cigarette paper provided at an outer side of tobacco shreds and outer-layer cigarette paper provided at an outer side of the inner-layer cigarette paper, an ash-wrapping layer is provided between the inner-layer cigarette paper and the outer-layer cigarette paper, functional grooves are formed in a side of the inner-layer cigarette paper distant from the tobacco shreds, and a friction surface is provided at a side of the ash-wrapping layer close to the inner-layer cigarette paper. According to the present disclosure, arrangement is simple, the cigarette paper is of a multi-layer structure, and the multi-layer cigarette paper is firstly grouped and processed, and then is wrapped layer by layer; and in a grouping processing manner, basic paper is the same and sandwiched ash-wrapping layers are different, such that the present disclosure can be suitable for smoking, burning, and ash wrapping of cigarettes of different specifications and different tobacco shred types, and separate processing is not needed, and thus the processing waste of paper is reduced, and the experience of a smoker is improved.

As a solution, a water-dispersible paper is provided, which has: a base paper that has a bulky layer containing 10% by weight or higher of a softwood pulp with a lumen width (l) to fiber diameter (D) ratio (l/D) of 0.60 or lower on average; and a water-soluble polymer impregnated into the base paper.
