The monitoring device comprises a monitoring data accumulating portion 111 for accumulating monitoring data on the basis of a signal detected by a camera or a sensor, in the monitoring device. The monitoring system comprises: a data moving portion 130 for moving the monitoring data to the server device by transmitting the monitoring data accumulated in the monitoring device to the server device by using the second communication line; and a real time transmitting portion 140 for transmitting the monitoring data obtained by the monitoring device to the server device by using the first communication line in a real time method.

PROBLEM TO BE SOLVED: To provide an information transfer system capable of transferring much more information at high speed with stability independently of presence or absence of importance.SOLUTION: Transmission control means 13 receives image information acquired by image acquisition means 11 and encoded by encoding means 12, and divides the image information into a plurality of packets. The transmission control means 13 inserts the packets sequentially from the last packet into between respective packets listed from the first packet and lists the respective packets so as to enable all packets to be transmitted twice, and allocates the respective packets to a plurality of transmission means 14 in the listed order. Each transmission means 14 receives the packets allocated by the transmission control means 13, and transmits the packets from a corresponding communication line. An image receiver 15 has reception means 16 receiving the respective packets transmitted from the respective transmission means 14, and reconfiguration means 17 reconfiguring the original information from the respective packets received at the reception means 16.
