A tube of a buoy shape is manufactured in a blow-molding method. The synthetic resin foam bead is filled in the manufactured buoy-shape tube. The tube, in which the synthetic resin foam bead is filled, is mounted on a buoy mold. The tube on the buoy mold is steam-heated.
