Abstract: The present disclosure provides a signal transmission method and a signal transmission apparatus. The signal transmission method includes steps of receiving, by a UE, a signal on a carrier or cell which uses a predetermined spectrum resource, and determining whether or not the received signal belongs to a serving carrier or serving cell of the UE; and in the case that the received signal belongs to the serving carrier or serving cell of the UE, performing measurement and/or data transmission by the UE in accordance with the received signal and/or a subsequently-received signal.
