Abstract: This application discloses a wireless communication method, apparatus, and system, to ensure service quality of terminal communication in a non-standalone (NSA) networking architecture. The wireless communication method includes starting, by a terminal, radio resource control (RRC) connection establishment with a new radio (NR) cell based on an indication of a network device, and starting a timer based on a quantity of RRC connection establishment failures of the NR cell. The timer is set to a first duration. Within the first duration, when the network device indicates to the terminal to report measurement results of the NR cell and another cell, the terminal only reports the measurement result of the other cell, not the measurement result of the NR cell.

Abstract: Embodiments of this application provide a communication method and apparatus. The apparatus includes a receiving module and a sending module. When the receiving module receives a user equipment UE capability query message sent by a network device, the sending module sends a first UE capability message (including a first UE capability specification) to the network device, and when determining that a network exception occurs, sends a second UE capability message (including a second UE capability specification that is lower than the first UE capability specification) to the network device. This helps implement mutual compatibility between the terminal device and the network device, thereby ensuring that a communication link can be quickly established between the terminal device and the network device. In this way, a user can normally use the terminal device, and the terminal device can keep using a high-standard network as much as possible, thereby improving user experience.

Abstract: A user equipment (UE) capability reporting method and apparatus to improve a success rate of UE rollback configuration to a CA mode and improve transmission bandwidth of UE. The UE may report, based on received first capability enquiry request information, second capability enquiry request information, and multi-RAT request condition, a second band combination in a first RAT and a second multi-RAT band combination in the first RAT and a second RAT. The second multi-RAT band combination, which meets the multi-RAT request condition, is used to configure the UE to be in a multi-RAT multi-connectivity mode of the first RAT and the second RAT. In a process in which the UE reports the second band combination, the UE preferentially reports a first CA band combination.
