Abstract: A device for applying a cosmetic composition to the lips and a method thereof, the device includes an applicator member with a partially flocked applicator head, a container containing the composition which is in the form of an emulsion of water; a film-forming agent chosen from vinyl polymers comprising at least one carbosiloxane dendrimer-based unit; a non-volatile hydrocarbon-based oil; and a non-volatile phenyl silicone oil.
